 河南省減污降碳協同增效行動方案

  為深入(ru)貫徹黨(dang)中(zhong)央、國務(wu)院關(guan)于碳(tan)達峰(feng)、碳(tan)中(zhong)和(he)重大決策部署,落(luo)實省委、省政府工作要(yao)求,推動(dong)實現碳(tan)達峰(feng)、碳(tan)中(zhong)和(he)目標(biao),制定本行動(dong)方案。

  一、總體要求

  (一)指導思想

  以習近(jin)平新(xin)時(shi)代中國特(te)色社會主義思(si)想為(wei)指導,全面(mian)貫徹黨的(de)二十大精神(shen),深入(ru)貫徹習近(jin)平生態(tai)文明思(si)想和(he)習近(jin)平總書記視察河南重(zhong)要講話重(zhong)要指示(shi)精神(shen),完整、準確(que)、全面(mian)貫徹新(xin)發展理(li)念,錨(mao)定“兩(liang)個確(que)保(bao)(bao)”,落實(shi)“十大戰略”,以減污(wu)降(jiang)碳(tan)(tan)協同增效為(wei)抓(zhua)手,加強碳(tan)(tan)達峰、碳(tan)(tan)中和(he)與生態(tai)環境(jing)保(bao)(bao)護工作統籌融合,推動我省綠色低碳(tan)(tan)轉型發展。

  (二)基本原則

  堅持目標導向。圍繞落實碳達(da)峰目標與碳中和愿景,加強頂層設(she)計,著力解(jie)決與新(xin)形勢新(xin)任務(wu)新(xin)要求不相適應的問題,按(an)照“先(xian)立后破(po)、不立不破(po)”原則,協同推動經濟(ji)社會高質量發展和生(sheng)態環境(jing)高水平保(bao)護。

  強化統(tong)(tong)(tong)籌(chou)(chou)協調。將經(jing)濟社會高質(zhi)量發展與(yu)碳達峰(feng)、碳中和(he)(he)及生態環境保護(hu)統(tong)(tong)(tong)一(yi)謀劃、統(tong)(tong)(tong)一(yi)布置、統(tong)(tong)(tong)一(yi)實施、統(tong)(tong)(tong)一(yi)檢(jian)查,正(zheng)確處(chu)理發展和(he)(he)減排、整體和(he)(he)局(ju)部、長遠目標(biao)和(he)(he)短期目標(biao)、政府(fu)和(he)(he)市場等關系,建立健全統(tong)(tong)(tong)籌(chou)(chou)融合的戰略(lve)、規劃、政策和(he)(he)行動體系。

  突出協同增(zeng)效。把減污(wu)降碳(tan)作(zuo)(zuo)為(wei)源頭治理的“牛(niu)鼻子”,協同控制二氧(yang)化(hua)碳(tan)與污(wu)染物排放,協同推進適應氣候變化(hua)與生態保護等工作(zuo)(zuo),深入打好污(wu)染防治攻(gong)堅戰(zhan),促(cu)進碳(tan)達峰行(xing)動實施。

  (三)目標指標

  到(dao)2025年底,全省單(dan)位生產總(zong)(zong)值二氧化(hua)碳排放強(qiang)度降低指標達到(dao)國家要求,空氣環境(jing)質量(liang)持續(xu)改善,逐(zhu)步建立以強(qiang)度為(wei)主、總(zong)(zong)量(liang)為(wei)輔(fu)的二氧化(hua)碳排放控制體系,減(jian)污降碳協(xie)同管(guan)理機制初步建立,統籌融合工作格局基本形成。

  到(dao)2030年前,全省單位生產總值(zhi)二氧化碳排放強度持續(xu)下降,空氣環境質(zhi)量顯(xian)著(zhu)改善,減污降碳協同管理體系更加(jia)完善,能力顯(xian)著(zhu)提升,有力推動碳達峰(feng)目標實(shi)現。

  二、重點任務

  (一)協(xie)同(tong)推進(jin)生態保護源(yuan)頭(tou)控制

  1. 加強生態(tai)環(huan)(huan)(huan)境分(fen)區管(guan)(guan)控。全面落實主體(ti)功能(neng)區戰略,充分(fen)銜接國土空間規劃(hua)(hua)分(fen)區和用(yong)途管(guan)(guan)制要求,將生態(tai)保護紅線、環(huan)(huan)(huan)境質量底線和資源利用(yong)上(shang)線作為硬約束落實到環(huan)(huan)(huan)境準入單元(yuan),建立差別化的(de)生態(tai)環(huan)(huan)(huan)境準入清單,堅決遏(e)制“兩(liang)高一低(di)”項(xiang)目(mu)盲目(mu)發展(zhan)(zhan)。推(tui)動(dong)涉“兩(liang)高一低(di)”項(xiang)目(mu)有(you)關行(xing)業(ye)專項(xiang)發展(zhan)(zhan)規劃(hua)(hua)和產(chan)業(ye)園總體(ti)規劃(hua)(hua)依法(fa)開展(zhan)(zhan)規劃(hua)(hua)環(huan)(huan)(huan)評,嚴格規劃(hua)(hua)環(huan)(huan)(huan)評審(shen)查。在規劃(hua)(hua)環(huan)(huan)(huan)評中(zhong)開展(zhan)(zhan)碳(tan)排放評價試點,推(tui)動(dong)高耗能(neng)行(xing)業(ye)減(jian)污降碳(tan)協(xie)同(tong)控制和綠色低(di)碳(tan)發展(zhan)(zhan)。(省(sheng)(sheng)(sheng)生態(tai)環(huan)(huan)(huan)境廳牽頭,省(sheng)(sheng)(sheng)發展(zhan)(zhan)改革委、省(sheng)(sheng)(sheng)工(gong)業(ye)和信息化廳、省(sheng)(sheng)(sheng)自(zi)然資源廳、省(sheng)(sheng)(sheng)政府(fu)國資委等(deng)按職責(ze)分(fen)工(gong)負責(ze),各(ge)(ge)省(sheng)(sheng)(sheng)轄市(shi)人(ren)民政府(fu)、濟(ji)源市(shi)示范區、航空港區管(guan)(guan)委會負責(ze)落實〔以下各(ge)(ge)項(xiang)任(ren)務均需各(ge)(ge)地(di)政府(fu)落實,不再一一列出〕)

  2. 推(tui)進(jin)綠色低碳(tan)產(chan)業發展。嚴(yan)格落(luo)實“兩高一(yi)(yi)低”項(xiang)目會(hui)商聯審機(ji)制(zhi),按(an)(an)照產(chan)能(neng)(neng)置換、“三線(xian)一(yi)(yi)單(dan)(dan)”、煤炭消(xiao)費替(ti)代、區域污染(ran)物(wu)削減等(deng)(deng)(deng)政(zheng)策要求,強化(hua)項(xiang)目環評及“三同時(shi)”管理。支持符合(he)條件的新建、擴(kuo)建“兩高一(yi)(yi)低”項(xiang)目采用先進(jin)的工(gong)(gong)藝技術(shu)和裝備(bei),單(dan)(dan)位產(chan)品能(neng)(neng)耗(hao)、物(wu)耗(hao)、水(shui)耗(hao)和污染(ran)物(wu)排放強度等(deng)(deng)(deng)應達到(dao)清(qing)潔生產(chan)先進(jin)水(shui)平。原(yuan)則上嚴(yan)禁新增(zeng)鋼(gang)鐵(tie)(不(bu)含短(duan)流程(cheng)煉(lian)鋼(gang)項(xiang)目及鋼(gang)鐵(tie)壓(ya)延(yan)加工(gong)(gong))、電解鋁(lv)、水(shui)泥熟料(liao)、平板玻璃、傳統煤化(hua)工(gong)(gong)、焦化(hua)、鋁(lv)用碳(tan)素、磚瓦(wa)窯、鉛(qian)鋅(xin)冶煉(lian)等(deng)(deng)(deng)行業產(chan)能(neng)(neng),合(he)理控(kong)制(zhi)煤制(zhi)油氣產(chan)能(neng)(neng),嚴(yan)控(kong)新增(zeng)煉(lian)油產(chan)能(neng)(neng)。(省發展改革委(wei)、省工(gong)(gong)業和信息化(hua)廳(ting)(ting)、省自(zi)然資源(yuan)廳(ting)(ting)、省生態環境(jing)廳(ting)(ting)、省政(zheng)府國資委(wei)等(deng)(deng)(deng)按(an)(an)職責(ze)分(fen)工(gong)(gong)負責(ze))

  3. 探索實(shi)施碳(tan)(tan)排放影響評(ping)價(jia)。把碳(tan)(tan)排放評(ping)價(jia)作(zuo)為(wei)(wei)環(huan)境影響評(ping)價(jia)的(de)(de)重(zhong)要(yao)內容(rong),在環(huan)評(ping)文件中設置碳(tan)(tan)排放評(ping)價(jia)專(zhuan)章,開展碳(tan)(tan)排放量核(he)算,落實(shi)區域和行業(ye)達(da)峰(feng)行動方案、清(qing)潔(jie)能源替代、清(qing)潔(jie)運輸、煤炭(tan)消(xiao)費總量控制(zhi)等政(zheng)策要(yao)求,推動實(shi)現碳(tan)(tan)排放作(zuo)為(wei)(wei)建(jian)(jian)設項目環(huan)評(ping)管理的(de)(de)約束(shu)指標,建(jian)(jian)立碳(tan)(tan)排放源頭(tou)控制(zhi)機制(zhi)。按照國(guo)家統一部(bu)署(shu),初步建(jian)(jian)立以綠色低碳(tan)(tan)為(wei)(wei)導向的(de)(de)重(zhong)大(da)經(jing)濟、技術政(zheng)策生態環(huan)境影響論證工作(zuo)機制(zhi)。(省(sheng)生態環(huan)境廳牽頭(tou),省(sheng)工業(ye)和信息化(hua)廳、省(sheng)自(zi)然(ran)資源廳、省(sheng)政(zheng)府國(guo)資委等按職責分工負(fu)責)

  (二(er))協(xie)同(tong)推進能源領域減(jian)污降碳

  4. 大力推動煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)結(jie)構優(you)化調(diao)(diao)整。優(you)化煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)項(xiang)目(mu)(mu)布局,推進(jin)煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)“以(yi)(yi)大代小(xiao)(xiao)”、“以(yi)(yi)新換舊”容量替代建設;在(zai)豫東、豫南(nan)等(deng)電(dian)(dian)力缺(que)口(kou)較大地區(qu)有序建設大型先進(jin)支撐性(xing)和調(diao)(diao)節性(xing)煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)項(xiang)目(mu)(mu),在(zai)存在(zai)重大供(gong)熱(re)缺(que)口(kou)的區(qu)域新建保(bao)障性(xing)民生熱(re)電(dian)(dian)項(xiang)目(mu)(mu)。嚴格控制燃煤(mei)(mei)(mei)(mei)(mei)發(fa)電(dian)(dian)機(ji)(ji)(ji)(ji)組(zu)裝機(ji)(ji)(ji)(ji)規模(mo),禁止新建自(zi)(zi)備燃煤(mei)(mei)(mei)(mei)(mei)機(ji)(ji)(ji)(ji)組(zu),淘汰20萬千瓦(wa)及(ji)以(yi)(yi)下且設計壽(shou)命期滿的純(chun)凝(ning)燃煤(mei)(mei)(mei)(mei)(mei)機(ji)(ji)(ji)(ji)組(zu),積極推進(jin)30萬千瓦(wa)及(ji)以(yi)(yi)上熱(re)電(dian)(dian)聯產(chan)電(dian)(dian)廠(chang)供(gong)熱(re)合理半徑范圍內(nei)的燃煤(mei)(mei)(mei)(mei)(mei)小(xiao)(xiao)機(ji)(ji)(ji)(ji)組(zu)(含自(zi)(zi)備電(dian)(dian)廠(chang))和燃煤(mei)(mei)(mei)(mei)(mei)鍋爐整合退出(chu)。穩步推進(jin)許昌、平頂山等(deng)城區(qu)煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)項(xiang)目(mu)(mu)“退城進(jin)郊(園)”,加快推進(jin)洛(luo)陽(yang)市主城區(qu)內(nei)燃煤(mei)(mei)(mei)(mei)(mei)電(dian)(dian)廠(chang)基本(ben)“清零”。推動具備上網(wang)條件的現役自(zi)(zi)備燃煤(mei)(mei)(mei)(mei)(mei)機(ji)(ji)(ji)(ji)組(zu)納入電(dian)(dian)網(wang)統一(yi)調(diao)(diao)度(du)。(省(sheng)發(fa)展(zhan)改革委牽(qian)頭,省(sheng)工業(ye)和信息(xi)化廳、省(sheng)自(zi)(zi)然資(zi)源廳、省(sheng)生態環境廳、省(sheng)農(nong)業(ye)農(nong)村(cun)廳、省(sheng)政府國(guo)資(zi)委、國(guo)網(wang)河南(nan)省(sheng)電(dian)(dian)力公司等(deng)按職(zhi)責(ze)(ze)分工負責(ze)(ze))

  5. 積極(ji)支(zhi)持(chi)新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)建設(she)(she)(she)。積極(ji)推(tui)進(jin)風電(dian)(dian)(dian)(dian)、分(fen)(fen)布式光(guang)(guang)伏、生物質(zhi)天然(ran)氣等新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)建設(she)(she)(she),進(jin)一步提高(gao)太(tai)陽(yang)能(neng)(neng)(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)(neng)(neng)發(fa)電(dian)(dian)(dian)(dian)占(zhan)比。支(zhi)持(chi)豫北、豫東、豫中(zhong)南、黃河兩岸淺山丘等平價風電(dian)(dian)(dian)(dian)基地(di)(di)建設(she)(she)(she),集約(yue)高(gao)效開發(fa)風電(dian)(dian)(dian)(dian)基地(di)(di)。推(tui)動(dong)光(guang)(guang)伏利(li)用(yong)與建筑(zhu)一體化(hua)(hua)發(fa)展,推(tui)進(jin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)供給(gei)體系(xi)清潔(jie)化(hua)(hua)低碳化(hua)(hua)。鼓勵(li)有(you)條件的園區(qu)、廠區(qu)充(chong)分(fen)(fen)利(li)用(yong)太(tai)陽(yang)能(neng)(neng)(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)(neng)(neng)、生物質(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)等可(ke)再生能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)。推(tui)進(jin)發(fa)展氫(qing)(qing)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業(ye),加(jia)強氫(qing)(qing)能(neng)(neng)(neng)(neng)(neng)(neng)應用(yong)技術研發(fa),培育氫(qing)(qing)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)儲運(yun)用(yong)全產(chan)業(ye)鏈。因地(di)(di)制宜發(fa)展生物質(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)和地(di)(di)熱能(neng)(neng)(neng)(neng)(neng)(neng),推(tui)進(jin)鄭州、開封、濮(pu)陽(yang)、周口4個千萬平方(fang)米地(di)(di)熱供暖規模化(hua)(hua)利(li)用(yong)示范區(qu)建設(she)(she)(she)。積極(ji)推(tui)進(jin)陜電(dian)(dian)(dian)(dian)入豫建設(she)(she)(she),謀劃布局(ju)第四條直流特高(gao)壓輸(shu)電(dian)(dian)(dian)(dian)通道,拓展外(wai)氣入豫通道,擴大(da)油(you)(you)品輸(shu)入規模。統籌布局(ju)加(jia)油(you)(you)、加(jia)氣、充(chong)(換)電(dian)(dian)(dian)(dian)、加(jia)氫(qing)(qing)等設(she)(she)(she)施,示范推(tui)廣氫(qing)(qing)電(dian)(dian)(dian)(dian)油(you)(you)氣綜合能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)站。(省發(fa)展改(gai)革委牽頭,省工(gong)業(ye)和信息化(hua)(hua)廳(ting)、省自然(ran)資源(yuan)廳(ting)、省生態環(huan)境廳(ting)、省住(zhu)房城鄉建設(she)(she)(she)廳(ting)、省政府國(guo)資委、國(guo)網河南省電(dian)(dian)(dian)(dian)力公司等按職(zhi)責分(fen)(fen)工(gong)負責)

  6. 持續開展散(san)煤(mei)治理。擴(kuo)大清(qing)潔(jie)取暖試點城(cheng)市(shi)范圍,支持豫東、豫南(nan)(nan)等(deng)(deng)市(shi)爭取中央(yang)財(cai)政清(qing)潔(jie)取暖資(zi)(zi)金(jin)。按照“宜(yi)氣則氣、宜(yi)電(dian)則電(dian)、先(xian)立(li)后破、不(bu)立(li)不(bu)破”原則,以鄉鎮為單(dan)元(yuan)成片持續推(tui)進(jin)清(qing)潔(jie)取暖,落實(shi)電(dian)力、天(tian)然氣保供和(he)價格(ge)優(you)惠補貼政策(ce),有序穩(wen)步推(tui)進(jin)山(shan)區(qu)散(san)煤(mei)清(qing)潔(jie)能(neng)(neng)(neng)源替(ti)代,平原地(di)區(qu)散(san)煤(mei)全部清(qing)零(ling)。全面(mian)淘汰35蒸噸(dun)/小時以下的燃煤(mei)鍋爐及茶(cha)水(shui)爐、經營性爐灶等(deng)(deng)燃煤(mei)設(she)施。持續加(jia)(jia)快供熱(re)管(guan)網(wang)建(jian)設(she),充分釋放熱(re)電(dian)聯產(chan)、工業(ye)余熱(re)等(deng)(deng)供熱(re)能(neng)(neng)(neng)力,淘汰管(guan)網(wang)覆蓋(gai)范圍內的燃煤(mei)鍋爐和(he)散(san)煤(mei)。支持利用光伏、地(di)熱(re)、生物質(zhi)等(deng)(deng)可再生能(neng)(neng)(neng)源滿足建(jian)筑供熱(re)、制(zhi)冷及生活(huo)熱(re)水(shui)等(deng)(deng)用能(neng)(neng)(neng)需求。依法(fa)將整體完成清(qing)潔(jie)取暖改造并穩(wen)定運行的地(di)區(qu)劃(hua)定為高污染燃料禁燃區(qu),加(jia)(jia)強監(jian)督檢查,防止(zhi)散(san)煤(mei)復(fu)燒。加(jia)(jia)快推(tui)進(jin)種(zhong)植業(ye)及農(nong)副產(chan)品加(jia)(jia)工行業(ye)重(zhong)點企(qi)業(ye)燃煤(mei)設(she)施清(qing)潔(jie)化能(neng)(neng)(neng)源替(ti)代,積極推(tui)進(jin)平頂山(shan)、許(xu)昌、南(nan)(nan)陽(yang)等(deng)(deng)市(shi)煙(yan)葉烤(kao)房電(dian)代煤(mei),推(tui)動(dong)南(nan)(nan)陽(yang)、三門峽(xia)、駐馬店等(deng)(deng)市(shi)食用菌(jun)企(qi)業(ye)“雙改”工作。(省(sheng)發(fa)展改革委、省(sheng)財(cai)政廳(ting)(ting)、省(sheng)工業(ye)和(he)信息化廳(ting)(ting)、省(sheng)自然資(zi)(zi)源廳(ting)(ting)、省(sheng)生態環境廳(ting)(ting)、省(sheng)住(zhu)房城(cheng)鄉建(jian)設(she)廳(ting)(ting)、省(sheng)農(nong)業(ye)農(nong)村(cun)廳(ting)(ting)、省(sheng)市(shi)場監(jian)管(guan)局、省(sheng)政府國資(zi)(zi)委、省(sheng)煙(yan)草公(gong)司(si)、國網(wang)河南(nan)(nan)省(sheng)電(dian)力公(gong)司(si)等(deng)(deng)按職責分工負(fu)責)

  (三)協同(tong)推進工業領域減(jian)污降(jiang)碳

  7. 加快傳統產(chan)業(ye)(ye)(ye)(ye)轉型(xing)(xing)升級。支持(chi)建設國家工(gong)業(ye)(ye)(ye)(ye)資(zi)源綜合(he)(he)(he)利用示范基(ji)地、國家循環經(jing)濟試點(dian)示范、國家大(da)宗固體廢棄物綜合(he)(he)(he)利用示范基(ji)地。支持(chi)鋼鐵、焦化、水(shui)泥等(deng)重點(dian)行(xing)業(ye)(ye)(ye)(ye)通過產(chan)能(neng)置換、裝備大(da)型(xing)(xing)化改造(zao)、重組整(zheng)合(he)(he)(he),鼓勵高(gao)爐(lu)—轉爐(lu)長流(liu)程鋼鐵企業(ye)(ye)(ye)(ye)轉型(xing)(xing)為電爐(lu)短(duan)流(liu)程煉(lian)鋼工(gong)藝,引導鋼鐵、煤化工(gong)、水(shui)泥、鋁加工(gong)、玻(bo)璃、耐火材料等(deng)行(xing)業(ye)(ye)(ye)(ye)實施綠色低碳轉型(xing)(xing)升級。積極化解過剩產(chan)能(neng),加快退(tui)(tui)出低端低效產(chan)能(neng),按照國家產(chan)業(ye)(ye)(ye)(ye)結(jie)構調(diao)整(zheng)指(zhi)導目錄及(ji)相關(guan)(guan)產(chan)業(ye)(ye)(ye)(ye)政策,堅決淘汰落后產(chan)能(neng),推動重點(dian)行(xing)業(ye)(ye)(ye)(ye)、重點(dian)區(qu)域產(chan)業(ye)(ye)(ye)(ye)布局(ju)調(diao)整(zheng),實施城市建成(cheng)區(qu)高(gao)污(wu)染企業(ye)(ye)(ye)(ye)退(tui)(tui)城入園和敏感區(qu)域、水(shui)污(wu)染嚴重地區(qu)高(gao)污(wu)染企業(ye)(ye)(ye)(ye)優化布局(ju),利用綜合(he)(he)(he)標(biao)準,依法依規制定(ding)(ding)方案,推動落后產(chan)能(neng)退(tui)(tui)出。嚴禁在黃河干流(liu)及(ji)主要支流(liu)臨岸一定(ding)(ding)范圍內新建“兩高(gao)一低”項目及(ji)相關(guan)(guan)產(chan)業(ye)(ye)(ye)(ye)園區(qu)。(省(sheng)發展改革委、省(sheng)工(gong)業(ye)(ye)(ye)(ye)和信息化廳(ting)、省(sheng)生態環境廳(ting)、省(sheng)政府國資(zi)委等(deng)按職責分工(gong)負責)

  三、組織保障
